It's been said that the solution to pollution is dilution. Quick lime can be mixed with contaminated soil as much as five feet down to encapsulate hydrocarbon contaminants, to convert heavy metals to harmless oxides and salts, and to mix the contaminants with uncontaminated soil so that the pollution level of the mixture falls well below toxic levels for the contaminants. Instead of hauling away concentrated contaminants, it is more sensible to disperse them and/or treat them on-site. Afterall, oil, asbestos, lead, etc., all come from the ground, usually where they are harmless. It is only by refinement that they become concentrated to toxic levels. So simply spread them about in not toxic levels, back into the ground, essentially where they came from.
